The MOOI subsidy (Mission-driven Research, Development and Innovation) is the scheme for broad consortia working on breakthrough innovations for the energy transition. Up to €4 million per project, with subsidy rates up to 80% for research organisations. MOOI always requires a consortium of at least 3 independent companies and a multidisciplinary approach.
Who is MOOI 2026 for?
MOOI is intended for broad consortia developing innovative solutions for Dutch climate goals. Participants are SMEs and large companies, research institutions, local governments and energy suppliers or consumers.

Subsidy amount
- Maximum subsidy per project: €4,000,000
- Minimum subsidy per participant: €25,000
- Minimum eligible project costs: €2,000,000
- Subsidy rates: 80% research organisations, 60% small, 50% medium, 40% large companies
Application process 2026
- Pre-application: 17 March 2026 to 16 April 2026
- Final application: 2 June 2026 to 3 September 2026
MOOI works as a tender: all complete applications are ranked and only the highest scoring receive subsidy.
MOOI versus DEI+ and EKOO
EKOO is for early R&D phase (TRL 3-5), MOOI for mission-driven collaboration projects with broad consortia, and DEI+ for later pilot and demonstration projects.
